Established by Senate Bill 450 (2016), the California Voter's Choice Act (VCA) modernizes elections in California by allowing counties to conduct elections under a model which provides greater flexibility and convenience for voters. This election model allows voters to choose how, when, and where to cast their ballot. The Voter’s Choice Act (VCA) requires each participating county to create an Election Administration Plan (EAP).

What is the Election Administration Plan? 

The Election Administration Plan (EAP) describes San Benito County's strategy to administer elections under the California Voter's Choice Act. The EAP communicates the County's plans to conduct voter education and outreach, recruit and select Vote Center and Ballot Drop Box locations, staffing logistics and multilingual services, security and contingency plans, and more.

 The San Benito County Election Administration Plan was first approved by community organizations and stakeholders on January 24, 2022 and implemented the plan for the June 7, 2022, Statewide Direct Primary Election by:

  • Every registered voter will receive a Vote by Mail ballot starting 29 days before Election Day

  • Voters can vote at any of the Vote Centers in San Benito County

  • 2 Vote Centers will be open 11 days, including Election Day

  • 2 additional Vote Centers will be open for 4 days, including Election Day

  • 6 ballot drop boxes will be open for 29 days, including Election Day

Compared to the traditional polling place model, there are more locations to get a replacement ballot (on-demand), a greater number of accessible voting machines, and more language assistance for voters.
