Electronic Filing of Campaign Finance Forms

With eCampaign, committees are able to enter expenditures and contributions as they happen. eCampaign will then pull together all activity during a specified time and generate a complete finance form for the committee. The form is then digitally signed by 2 persons (see exception* below) and electronically submitted to the Elections Department. Unsigned copies may be printed at any time.

In order to use the eCampaign system, committees must provide a minimum of 2 unique email addresses, 1 from each group below (see exception*):

• Assistant Treasurer

*Exception: For Candidate or Officeholder Controlled Committees, if the candidate is also the treasurer, then only one signature/email address is required.

Form 501 - Candidate Intention Statement

Filed by candidates for state or local office each election, including reelection to the same office.

Must be filed before a candidate solicits or receives any contributions or before any expenditures from personal funds are made on behalf of their candidacy.

Form 410 - Statement of Organization

Filed by candidates or organizations whose contributions or expenditures total $2000 or more in a calendar year.

Must be filed with the Secretary of State (including a $50 payment made out to the SoS) and the local filing officer within 10 days of surpassing the $2000 threshold. 

Form 460 - Recipient Committee Campaign Statement

The Form 460 is used by ALL recipient Committees. 

Used to disclose receipts and expenditures as well as the filer’s total financial activity for various periodic reports.

This form is also used to amend a previous statement or in connection with terminating a Committee. 

Form 470 - Officeholder/Candidate Campaign Statement

Filed by Officeholders and candidates who do not anticipate spending or receiving $2000 or more in a calendar year.
