Candidate handbooks summarize major provisions of the California Elections Code and other laws related to candidates and committees involved in the elections process.

These handbooks are intended to provide general information concerning the nomination and election of candidates, and does not have the force and effect of law, regulation, or rule.

They are distributed with the understanding that neither the Secretary of State nor the Elections  Department is rendering legal advice, and, therefore, this information is not to be a substitute for legal counsel for the individual, organization, or candidate using it.
